It means that awareness campaigns are now prohibited or that one would need a phenomenal amount of funds to advertise it.

My guess is that the terrorist attacks on Charlie Hebdo was very related as they were about to publish the life of Mohammad, version of which I am incline to think would have incorporated the period and numerous occurrences of slavery, sexual slavery, and child marriages.
